Mix maida and ghee in a bowl/plate.. Add baking powder and mix well. Now, add some water to the mixture to mix it well, as dough. You don't need proper dough like chapati etc.. Just mix it well and keep aside for 30 minutes. Now, for sugar syrup, pour the water and sugar in a pot... Let them boil until syrup becomes little thick..or take little amount of syrup between two fingers to check it's consistency. Now, add cardamom powder and soaked kesar threads in sugar syrup.. Keep it aside to cool down.
Now, put the ghee in the frying pan to heat it. Make small balls with dough and press them from center. When ghee is mildly hot, add 5-6 balushahi at a time. Turn the sides when light golden from one side..and keep frying on low flame until golden brown.
When balushahi is done, take out from ghee and add them to chashni. After 5-8 minutes, take out and garnish with badam and pista
