1.
At first soak urad dal and mung dal for 8 hours

Now wash them well and crush with out water

Now mix it well in one direction with hand for 5 minutes

The batter get fluffy... so that bhalla got so soft

Now add salt and green chilli in the batter and mix well
6.
Now in idli cooker put water and heat it now brushing the idli plates with little oil and put some batter in idli mould
7.
Now steam it for 10 minutes

Now take a bowl of water add some salt in it and soak this steamed bhalla in it

Now take curd in a bowl add salt, cumin & sugar in it.

Now mix the curd well. Now for tadka add a ghee in a tadka bowl heat well and add hing and curry leaves in it. Mix well
11.
Now keep the curd in refrigerator to cool
12.
Now take a serving bowl put steamed socked bhallas put some curd on it now sprinkle dahi bhalla masala on it. Now add both the chutney and serve it.
